Here is a snippet of code which fails:

<form action="register.php" method="POST">
<table>
<tr><th align=right>Name:</th>
<td><input type="text" size=30 maxlength=80 name="name"></input></td></tr>
<tr><td>
<input type="submit" align=left name="submit" value="Submit"></input></td></tr>
</table>
</form>

register.php is simply
<?
isset( $name  ) or die( "Die; name not set.");
?>

It takes the 'die' branch.  The string I type into the 'name' text input in the first program ought to show up in the register.php script, shouldn't it?  I can't make it get there.

Note that I was fastidious about quoting strings and putting end tags with  tags, just in case IE 6.0 is adhering to HTML 4.1 which requires those things to be done without fail.  Doesn't help.

You are accessing that POST variable wrong.
