Are you self-hosting or are you using a provider?

You will need to update your hosting provider's [or registrar's] DNS records, by adding a subdomain record and pointing it to your ip address.

If this is something local only... You can just edit the Windows HOSTS file, with domain and subdomain pointing to 127.0.0.1. In which case, Windows will resolve that domain locally.

Then you will need to create a virtualhost under apache. Its a simple procedure, lots of examples everywhere.

The final step it to configure your forum software.

Edit file C:\Windows\system32\drivers\etc\HOSTS

Add lines...

127.0.0.1 mysite.com
127.0.0.1 forums.mysite.com

Note that IP and domain are tab separated.

Code:

NameVirtualHost 127.0.0.1

<VirtualHost 127.0.0.1>
ServerName forums.mysite.com
DocumentRoot /www/webroot/forums
...
