I recently re-installed this, and am fairly new to this, so any advice is appreciated!
If a folder with files is put in the localhost folder of vhosts, that means it can be accessed at http://localhost/myfolder/filename.html or whatever extension ?

Also, vhosts is for httpd.conf?

Sorry if I'm asking too many questions... I'm trying to refresh my knowledge of this!

1) Yes.

2) I don't quite remember the structure for 2.0, but if it's not for httpd.conf, there will be a C:\www\Apache22\conf\extra\httpd-vhosts.conf file for localhost and subfolder vhosts\ for other Virtual Hosts (just like under Pro v3.0).
