how can i make it so that ppl can access index.html as if it wer webroot, eg. http://123.456.789.10/ <- this would be webroot but i want it so people can go to a certain folder outside web root  like the private folder but i dont want it to prompt for a password

You can use the "Alias" directive to associate a URL with any directory you want, inside or outside the webroot...
Code:

Alias /dir "C:/anydirectory"

<Directory "C:/anydirectory">
    Options Indexes
    Order allow,deny
    Allow from all
</Directory>


Access as http://example.com/dir
