can come someone find me a tutorial for add_host.cgi because i want to start website hosting

its a file that website hosts use when people want to register to make a website, im looking for any package that can let me make a pages so that people that come to my server can sign up to make a site that i will host, do you know any good scripts that would help?

Usualy thos scripts are written specialy for the particular server.
but maybe c-panel or plesk can be of use?
